Hold a public hearing and consider action on Ordinance 2026-11 authorizing a Zoning Change Request (Z-25-003) from Community Retail (CR) to a Planned Development with a base zoning of Community Retail (CR) for the Heath Tract Planned Development District on a 141.67-acre tract of land, known as James P Heath Addition, Block A, Lot 1, located on the northeast corner of I-35W and FM 407 W in the Patrick Rock Survey, Abstract 1063, Town of Argyle, Denton County, Texas.

7. Hold a public hearing and consider action on Ordinance 2026-26 for Specific Use Permit (SUP 26-003) for a Development, Large Scale Use of a new building on the Well Community Church property, located at 600 FM 407 W, Town of Argyle, Denton County, Texas.

8. Discuss and consider Resolution 2026-29 appointing a Councilmember to serve as Mayor Pro Tem for a term of one year.

9. Discuss and consider Ordinance 2026-18 for an ordinance amendment (TDS-26-004) to Article 8.02, Nuisances, of the Town of Argyle Code of Ordinances regarding amendments to Section 8.02.003 Noise and other related provisions in the Code of Ordinances.

10. Discuss and consider approval of Resolution 2026-27 awarding Request for Qualifications (RFQ) #2026-003 for Professional Architectural Services for the Police Department Building project to FGM Architects, Inc. in the not to exceed amount of $955,645; establishing a Project Steering Committee; authorizing the continuation of the Construction Manager at Risk (CMAR) procurement process pursuant to Texas Local Government Code Chapter 2269; and establishing a steering review committee.

11. Discuss and consider Resolution No. 2026-28 approving Amendment No. 1 to the Town Engineer Professional Services Agreement with Kimley-Horn Associates, Inc. and authorizing the issuance of a Notice to Proceed for previously approved Task Order No. 2, and approving Task Order No. 3 for LiDAR (Light Detection and Ranging) survey and utility engineering investigation services; authorizing the Mayor to execute said documents on behalf of the Town in an amount not to exceed $418,500 and providing an effective date.

12. Discuss and consider Resolution 2026-25 approving and authorizing publication of Notice of Intention to issue Certificates of Obligation in an amount not to exceed $8,500,000 and declaring expectation to reimburse expenditures with proceeds of future debt, including the adoption of a resolution pertaining thereto.

13. Discuss and consider Ordinance 2026-25, amending the annual budget of the Town of Argyle, Fiscal Year beginning October 1, 2025, and ending September 30, 2026, to increase the General Fund by $311,289, the MDD Development Project Fund by $300,000, the Debt Services Fund by $500,000, and the Wastewater Utility Operating Fund by $97,155.

14. Discuss and consider approval of Resolution 2026-26 authorizing Amendment No. 1 to the Professional Services Agreement with BrandEra, Inc. for marketing and communication services; increasing the not-to-exceed contract amount to an amount not to exceed $92,524.96; and authorizing the Mayor to execute the amendment.

15. Discuss and consider approval of Resolution 2026-22 approving an agreement with Strategic Government Resources for Interim Public Works Director Services in an amount not to exceed $145,000; ratifying the engagement of services; authorizing the Town Manager to execute the agreement on behalf of the Town of Argyle.

16. Discuss and consider approval of Ordinance 2026-28, amending Ordinance 2025-35 the Town of Argyle Fiscal Year 2026 Annual Budget by appropriating current year revenues in the General Fund to increase expenditures for the purpose of funding a three percent (3%) merit increase for eligible town employees retroactive to April 5, 2026.

17. Discuss and review the Fiscal Year 2026 Second Quarter financials (January, February, March).
